Introduction
School toilet facilities are a priority area for Ofsted and a key factor in pupil wellbeing and attendance. This guide explains what Ofsted looks for in school toilet provision, how the School Toilet Charter sets expectations, and what cubicle specification is appropriate for primary and secondary schools.
What Ofsted Expects
Ofsted assesses the quality and adequacy of toilet facilities as part of its inspection of school premises. Inspectors look at cleanliness, privacy, accessibility, adequate numbers of cubicles relative to pupil numbers, and whether facilities encourage or discourage use. Poor toilet provision can contribute to negative judgements on school wellbeing and premises management.
The School Toilet Charter
The School Toilet Charter, developed by the British Toilet Association and supported by education organisations, sets out principles for school toilet provision. It covers: adequate numbers of toilets relative to pupil numbers; separate, clearly labelled facilities for boys and girls; accessible facilities for disabled pupils; adequate privacy through well-fitting doors and partitions; cleanliness and maintenance; appropriate supervision arrangements; and the right for pupils to use toilets when needed.
BS 6465 Provision Ratios for Schools
BS 6465 recommends minimum provision for schools. For primary schools (under 11): 1 WC per 10 girls; 1 WC per 20 boys plus 1 urinal per 20 boys. For secondary schools: 1 WC per 20 girls; 1 WC per 20 boys plus 1 urinal per 20 boys. At least one accessible cubicle per school is required. These are minimums and schools should exceed them where possible.
